In a landmark ruling, a South Korean court has ordered the government to compensate a Moroccan asylum seeker for the psychological and physical damage he suffered due to torture and human rights violations at the Hwaseong Foreigners Detention Center. The court found that the use of the “shrimp fishing” method, a form of torture involving the use of protective equipment, violated the victim’s human dignity and caused him great pain.

The case highlights the need for improved regulations and oversight in detention centers to prevent such incidents from occurring again. Lawyers have called on the Ministry of Justice to accept the ruling and work towards revising the rules governing the use of protective equipment and ensuring the respect for human rights of all detainees, regardless of their immigration status. This ruling serves as a reminder that the state has a responsibility to protect the rights and dignity of all individuals under its care, even in detention facilities.
